
Blue Shuttle Regional Stakeholder Groups
Blue Shuttle partners have formed 4 Regional Stakeholder Groups, one in each of the Atlantic Area Countries (Ireland, France, Spain and Portugal), as part of the Atlantic Blue Bioeconomy Innovation Network that the project is creating.
The aim of these Stakeholder Groups is to establish a formal contact with professionals and experts of the blue economy sector in order to create a Blue Economy innovation Network to identify needs and challenges in this sector, besides potential solutions.
These groups are bringing together stakeholders from the so-called “Quadruple Helix of Innovation” which include Academia (Universities and technological centres), Enterprises, Society (NGO’s, local groups) and Government (Public Administration).
The Regional Stakeholder Groups formed in each country have already met twice during the Blue Shuttle project lifetime.
Some very useful feedback and recommendations have been proposed from the experts from each group, in relation to the digitalization and capacity building needs for the Blue Bioeconomy sector.
During the first meeting, very valuable feedback was provided, in order to design the Call for Challenges that was launched during 2024, out of which 4 Challenges were selected for the implementation of 4 pilot projects:
As part of the activities organized with the Stakeholders, a Needs Assessment Survey was conducted, inviting all Stakeholders to participate.
The results of this survey was presented to the Stakeholders in the last meeting held last February, to validate the results and recommendations with them.
This Survey concluded that the main digitalization challenges that the Blue Bioeconomy sector is facing in the regions involved are:
- Efficient data handling, including interoperability and simple tools for fast data processing and visualization.
- Integration of AI and Automation in operations and team cooperation.
- Implementation of advanced technologies (IoT sensors, AI for predictive analytics and cloud-based systems. Financial challenge for its implementation.
- Skills gap and training for the adoption of digital tools of the team Needs: Data analysis, system integration, and IoT technology to ensure effective implementation and management.
- Standardization of bureaucratic processes.
- Stock management.
- Data collection and analysis.
- Time investment to learn new trading tools that don’t have all the necessary features.
- Invoicing and communication with the Administrations.
- Websites for organization and products.
- New elements to prevent predation.
- Standardization of bureaucratic processes.

- Data collection and analysis.

This information and the outcomes of the survey and feedback provided from the Stakeholders will be taken into account by the Blue Shuttle partners for the design and implementation of the Blue Skills Classroom Programme to come in the coming months.
